    Description

    1991 District of Columbia Bicentennial error stamp in a presentation folio in mint, never hinged original glue condition.  Issued in September of 1991 and displayed in a Postal Commemorative Society Holder.   Included within the Folio is a custom-designed display panel bearing both the error stamp and the correct stamp.  Also included in the folio is a description fact card featuring a background narrative on the stamp and the printing error.  The error stamp is missing the “USA” and “29”.  This stamp was printed in a 2-step process, with the "29" value being printed later. There were a small group of stamps that missed this 2nd step and were accidentally released.
    The stamp folio is in excellent condition and stamps show no bends, folds, tears, or
    imperfections.  See picture for actual press sheet you will receive.
