    As postal rate was 10 cents we wonder if the surcharge was overlooked or was valued at 2 cents???
    In any event it appears the postal card was valued at 1 cent and, as rate was 10 cents, was underpaid by 1 cent.
    I believe the surcharge was applied at Chicago???
